creative loans, investments and development services to support community development, recently announced Jim Peffley has been appointed Chief Strategy Officer. In this position, Peffley is responsible for developing and managing Cinnaire’s strategic vision and ensuring the organization is prepared to achieve that vision in the near and long-term. In addition, he is responsible for a newly created New Ventures & Product Management team, Customer Engagement, real estate development and strategic communications. Peffley assumes the CSO role at Cinnaire as Jim Logue, former CSO, shifts to focus on public policy issues as Chief Public Policy Officer. Logue will also continue to provide ongoing support to the executive leadership team.

Previously the Executive Vice President of Community Development Finance at Cinnaire, Peffley brings to the CSO position 27 years of experience in the housing finance & community development industry. He joined the organization in 2013 through the merger of Great Lakes Capital Fund and Delaware Community Investment Corporation (DCIC), with the resulting organization later becoming known as Cinnaire. He brought to Cinnaire national experience in the industry, as well as an extensive professional network resulting from his work at DCIC, Fannie Mae and Delaware State Housing Authority. He has held positions of increasing responsibility with Cinnaire, where, as a member of the executive leadership team, he oversaw Cinnaire’s strategic initiatives and expansion businesses.
Peffley serves on the board of the Housing Alliance Delaware, the National Association of State and Local Equity Funds (NASLEF), and the Community Service Building Corporation. In 2015, he was the HDC MidAtlantic Housing Advocate of the Year, an award honoring someone who has made significant contributions to affordable housing.
